ARTICLE 81

 

NOTICE PURSUANT TO ARTICLE 81, PART 8 OF THE ABOVE REGULATIONS, RELATING TO A PROPOSED DEVELOPMENT BY DONEGAL COUNTY COUNCIL

 

THE FORT DUNREE PROJECT

 

TAKE NOTICE that Donegal County Council (“the Council”) proposes to carry out the following development scheduled below at Fort Dunree in the townland of Dunree, Buncrana, Co Donegal, F93 C424 and located in the Inishowen Municipal District.

 

SCHEDULE OF PROPOSED WORK

Description and Extents

The proposed development relates to a conservation led restoration and upgrade of the existing visitor experience at Fort Dunree. The subject site comprises of two protected structures – Fort Dunree (RSP40901813) and Dunree Lighthouse (RSP40901830).

 

The proposed development will include the following:

  1. Redoubt Fort/High Fort: construction of a new exhibition space, viewing gallery, comprising an events space, exhibition area, new toilets, staff room, lift and an external viewing platform. Restoration of the existing building and stairs and removal of the non-original first floor structure. Reinstatement and partial realignment and upgrading of pathways along the external and internal perimeter of the Redout Fort Walls; and temporary works to repair and stablise the Blockhouses.
  2. High Guns: restoration of the High Guns and upgrade of pedestrian access.
  3. Lighthouse: conservation and refurbishment of lighthouse including partial removal of an internal wall and roof repair. External landscaping including new footpath links between existing paths.
  4. Lighthouse/Northern Walkway: new projecting walkway, with associated balustrade and flooring.
  5. Lower Fort/Lough Swilly Walkway: construction of new walkway with glass and metal perforated balustrades. Replacement of existing car park with hard and soft landscaping (native vegetation). Provision of two accessible parking spaces. Construction of new drawbridge to allow an accessible route to the cafeteria and Lower Fort.
  6. The Village: conservation and upgrade of four no. block houses with new connecting pathways and repair of existing pathways. Conservation and repair of the four existing metal clad billet buildings. Full restoration of four masonry brick buildings. Two buildings to facilitate, souvenir shop, pay station, toilets, store and changing facilities (Welcome Buildings) including the upgrade and extension of existing cafeteria and extended hard standing.
  7. Infrastructure and Associated Ancillary Works: upgrade of existing vehicular and pedestrian access points and associated internal road layout. New internal access road to the Welcome buildings. New pedestrian access to the High Fort to permit access for the wheelchair accessible electric vehicle. Provision of new carpark. Replacement and upgrade of waste water treatment plants, new toilets, fencing, lighting, landscaping, security gate and barriers. Upgrade of electricity and water supply.

 

Notes:

(1) In accordance with Article 120(1)(b)(i) of the Planning and Development Regulations 2001 (as amended) Donegal County Council has concluded, based on a  preliminary examination of the nature, size and location of the development, that an Environmental Impact Assessment Report (EIAR) is not required.

(2) Where however any person considers that the proposed development to be carried out by the Council would be likely to have significant effects on the environment, he or she may at any time before the expiration of 4 weeks beginning the date of publication of this notice apply under Article 120(3)(b) of the Regulations to An Bord Pleanala (64 Marlborough Street, Rotunda, Dublin 1. D1 V902) for a screening determination as to whether the development would be likely to have such effects.

(3) In order to ascertain whether the proposed development required an Appropriate Assessment (“AA”) the Council carried out a screening of the same in accordance with Article 250(1) of the Regulations and made a determination in view of the best scientific knowledge that the development individually or in combination with other plans or projects would not be likely to have a significant effect on a European site in view of the site’s conservation objectives and that an AA was not required. A copy of this determination including the main reasons and considerations on which the determination is based will be available for inspection or purchase along with the other documents available with the application.

(4) Where any person considered that the proposed development to be carried out by the Council would be likely to have a significant effect on a European Site, he or she may apply under Article 250(3)(b) of the Regulations to An Bord Pleanala (64 Marlborough Street, Rotunda, Dublin 1. D1 V902) for a screening determination as to whether the development would be likely to have such effects and the Board will make a determination on the matter as soon as possible. Any application for such determination in order to be considered by the Board must state the reasons for forming of the view that the development would be likely to have a significant effect on a European Site.

(5) The plans and particulars of this proposed development will be available for inspection (or purchase at a fee not exceeding the reasonable cost of making a copy). The proposed plans will be available for inspection from  5th October 2023 – 3rd November 2023. 

Submissions and observations with respect to the proposed development, dealing with the proper planning and development of the area in which the development is situated may be made in writing to The County Secretariat, Donegal County Council, Lifford, County Donegal, before 4.30pm on Friday 17th November 2023.
