PLANNING AND DEVELOPMENT ACT 2000 (as amended)

PLANNING AND DEVELOPMENT REGULATIONS 2001 (as amended)

ARTICLE 81

NOTICE PURSUANT TO ARTICLE 81, PART 8 OF THE ABOVE REGULATIONS, RELATING TO A PROPOSED DEVELOPMENT BY DONEGAL COUNTY COUNCIL

Donegal County Council hereby gives notice of its intention to carry out the development of providing a shared use pedestrian and cyclist facility adjacent to the existing R267 (Finner Road) between Ballyshannon and Bundoran in the Donegal Municipal District.

The proposed development, measuring approximately 4.5km in length will be located in the townlands of Magheracar, Drumacrin, Finner, Dunmuckrum and Carrickboy and will provide a continuous shared cycleway / footpath along the northern verge of the existing R267 Finner Road between the towns of Ballyshannon and Bundoran. The new facility seeks to provide a safe, high quality infrastructure that is accessible, age friendly and maximises comfort to people of all ages and abilities. In the urban realm, this will largely involve reallocation of road space to pedestrians and cyclist via the removal of right turn lanes, traffic calming measures including the introduction of controlled and uncontrolled pedestrian crossings with raised tables were appropriate. In the rural environs, some localised realignment of the existing R267 will be required where space is limited in the northern verge. This will create a more structured uniform carriageway throughout the extents of the scheme and provide appropriate pathways encouraging active travel as a viable transport method between the towns to avail of local schools, work and amenities.

In accordance with the Planning and Development Regulations, Donegal County Council, as a competent authority, has concluded from a Screening Determination, based on an examination of the type, size and nature of the proposed development that there is no likelihood of significant effects on the environment arising from the proposed development and as such has determined that an EIA is not required, the details of which are available to the general public.

Plans and particulars of the proposed development will be available for inspection (or purchase at a fee not exceeding the reasonable cost of making a copy) during normal hours from 9am on Friday 4th August 2023 until 4pm on Tuesday, 5th September 2023 (inclusive) online and at the following locations:

  • Donegal Public Services Centre, Drumlonagher, Donegal Town, Co. Donegal, F94 DK6C
  • Lifford Public Service Centre, County House, The Diamond, Lifford, Co. Donegal, F93 Y622

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, and clearly marked ‘Ballyshannon to Bundoran Active Travel Scheme’, may be made in writing to the County Secretariat at Donegal County Council, County House, Lifford, Co. Donegal, F92 Y622 or by email to activetravel@donegalcoco.ie before 4.00pm on Thursday 21st September 2023.
