to Proposed Variation (No.1) the County Donegal Development Plan 2024-2030

Notice is hereby given, pursuant to Section 58(13) of the Planning and Development Act 2024 (as amended), that Donegal County Council has prepared Proposed Material Alterations to Proposed Variation No. 1 of the Donegal County Development Plan 2024-2030.

The Proposed Material Alterations include

  • Amendments to the proposed Area Plans for An Clochán Liath (Dungloe), Ballyshannon, Bridgend, Carndonagh, Donegal Town and Killybegs and amendments to their respective Local Transport Plans.
  • Amendments to the existing Ballybofey-Stranorlar Area Plan.
  • Amendments to the existing Buncrana Area Plan.
  • Amendments to the existing Letterkenny Plan and Local Transport Plan 2023-2029.
  • Amendments to the existing ‘settlement framework’ areas of Ardara, Creeslough, Culdaff, Dunfanaghy, Fahan, Gleneely, Laghey, Manorcunningham and Newtowncunningham.
  • Insertion of policy support for hotel and marina leisure tourism development at Fahan marina.
  • The designation of the settlement of Drumoghill as a ‘clachan’, which would provide additional policy support for rural housing for permanent occupancy in that area.
  • The insertion of a new policy and objective into the County Development Plan in relation to the completion of unfinished housing developments in rural areas.
  • The insertion of a new policy into the County Development Plan to support the reinforcement of the medium and low voltage electricity network in Donegal.
  • The inclusion of a new policy for towns subject of Area Plans to support the development of parking management strategies where the need arises.

In accordance with Section 58(13)(b) and Section 58(13)(c) of the Planning and Development Act 2024 (as amended), it has been determined that Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) are required to be carried out in respect of the proposed material alterations.

The following documents have been published for inspection and public consultation:

  • The Proposed Material Alterations to Proposed Variation No. 1 of the County Donegal Development Plan 2024-2030
  • The determinations by the planning authority to the effect that Strategic Environmental Assessment and Appropriate Assessment are required in respect of the material alterations
  • The Environmental Report in relation to the Proposed Material Alterations to Proposed Variation No. 1, prepared in accordance with the Strategic Environmental Assessment Regulations
  • The Natura Impact Report in relation to the Proposed Material Alterations to Proposed Variation No. 1, prepared in accordance with Part 6 of the Planning and Development Act 2024 (as amended)
  • The Strategic Flood Risk Assessment of Proposed Variation No. 1 including an assessment of the Proposed Material Alterations

The Proposed Material Alterations and associated documents may be inspected between Friday 5th June 2026 and Friday 3rd July 2026 at the following locations:

  • On the Council’s websites at consult.donegal.ie and https://www.donegaldevplan.ie/proposed-variation
  • At the following Council offices during normal office hours (9am-4.30pm):
    • Reception, Donegal County Council, County House, Lifford
    • Letterkenny Public Services Centre, Neil T. Blaney Road, Letterkenny.
    • Milford Public Services Centre, Main St., Milford.
    • An Clochán Liath Public Services Centre, Gweedore Road, An Clochán Liath.
    • Carndonagh Public Services Centre, Malin Road, Carndonagh.
    • Donegal Town Public Services Centre, Drumlonagher, Donegal Town and 
  • at the library facilities in the County during their respective opening hours.

Hard copies of the documents are also available for purchase from the Planning Department’s Forward Planning Team (please contact 074 9153900 or email planningcpu@donegalcoco.ie)

Written submissions with respect to the proposed material alterations of the proposed variation or in relation to the associated reports, made to the planning authority within the period between Friday 5th June 2026 and Friday 3rd July 2026, shall be taken into account by the planning authority before the variation of the Development Plan is made.

Only submissions made in respect of the Proposed Material Alterations and accompanying documents (including submissions relating to the likely significant effects on the environment of implementing the Proposed Material Alterations) will be taken into consideration before the making of the Variation. Submissions in relation to any other aspects of Proposed Variation No. 1 cannot be considered at this stage in the process.

Note: Please make your submission by one medium only i.e. hard copy, email or via the consultation portal.

The final date for the receipt of submissions is Friday 3rd July 2026. Written submissions or observations (redacted for privacy and legal purposes) shall, save in exceptional

circumstances, be published on the website of the planning authority within 10 working days of its receipt by that authority.
