NOTICE PURSUANT TO ARTICLE 81, PART 8 OF THE ABOVE REGULATIONS, RELATING TO A PROPOSED DEVELOPMENT BY DONEGAL COUNTY COUNCIL
TAKE NOTICE that Donegal County Council proposes to apply for an amendment to the previously approved Part VIII Planning Approval for the following development proposed by Donegal County Council in Letterkenny located in the Letterkenny-Milford Municipal District as detailed in the schedule scheduled below:

Description and Extents
The Northern Network Project previously approved on 30th March 2026, generally runs west to east immediately south of and partially replacing the existing L-5084-1 Killyclug, L-1152-1 Windy Hall Road, connecting to L-59421- Killylastin and L-11522-1 An Gleann Rua to the north, L-5914-1 Long Lane to the south, L-1512-6 Killyclug / L-1174-3 The Grange and L-1174-1 Dr McGinley Road in the west and extending as far as the L-11649 Windyhall in the east linking to Knocknamona Roundabout. Road names and numbers are included as per Donegal County Council Public Road Schedule.
The nature and extent of the approved development is as follows: -
Construction of new offline road realignment
Upgrade of existing road including the provision of segregated pedestrian and cyclist active travel facilities throughout the scheme, with reallocation of roadspace on existing sections of road.
Upgrade of existing Junction at L-5084-1 Killyclug / L-1174-3 The Grange / L-1512-6 Killyclug / L-1174-1 Dr McGinley Road to proposed signalised junction including active travel infrastructure in line with the National Cycle Manual
Construction of 3no proposed signalised junctions including active travel infrastructure in line with the National Cycle Manual
Provision of a new 60 km/h road link connecting the existing L-5084-1 Killyclug with L-11649 Windyhall in the eastern and western scheme extents.
New 50 km/h side roads and junctions are proposed along the scheme that will connect the future developments to the Northern Relief Link.
Provision of segregated pedestrian and cyclist active travel facilities throughout the scheme, with reallocation of roadspace on existing sections of road.
Narrowing of existing side road junctions using smaller corner radii. Uncontrolled crossings with raised tables and active travel priority, where appropriate, will be provided.
Controlled and uncontrolled crossing facilities are proposed at desire lines to key destinations.
Construction of new stormwater drainage infrastructure including attenuation infrastructure.
New road markings, signage, street lighting, drainage works, landscaping, and accommodation works.
Relocation of exiting communication infrastructure along the Windyhall Road including any diversion of existing services, as required by utility providers, for the construction of the new proposed Northern Network Project
Removal of vegetation where required for active travel works described.
All other ancillary and tie in works to TII standards, DMURS, Cycle Design Manual and relevant standards.
The amendment from the approved scheme are: -
Relocation of proposed junction from approximate chainage 1100m to 950m
Realignment and relocation of proposed alternative access road onto land located on the southern side of the Northern Network Project located to the north of the existing housing developments Solomons Hill and Solomons Court.
The proposed development is sub-threshold for the purposes of Environmental Impact Assessment (“EIA”) per Article 92 of the Regulations and the Council has concluded on the basis of a Preliminary Examination of the nature, location and size of the proposed development in accordance with Article 120 (1)(b)(i) thereof that there is no real likelihood of significant effects on the environment arising from the proposed development and that Environmental Impact Assessment (“EIA”) is not required. A copy of this Preliminary Examination and conclusion will be available for inspection or purchase along with the documents referred to below.
Where however any person considers that the proposed amendment of the development to be carried out by the Council would be likely to have significant effects on the environment, he or she may at any time before the expiration of 4 weeks beginning of the date of publication of this notice apply under Article 120(3)(b) of the Regulations to An Bord Pleanála (64 Marlborough Street, Rotunda, Dublin 1, D01 V902) for a screening determination as to whether the development would be likely to have such effects.
In order to ascertain whether the proposed amendment of the development required Appropriate Assessment (“AA”) the Council carried out a screening of same in accordance with Article 250(1) of the Regulations and made a determination in view of best scientific knowledge that the development individually or in combination with other plans or projects would not be likely to have a significant effect on a European site in view of the site’s conservation objectives and that AA was not required. A copy of this determination including the main reasons and considerations on which the determination was based will be available for inspection or purchase along with the documents referred to below.
Where however any person considers that the proposed amendment of the development to be carried out by the Council would be likely to have a significant effect on a European Site, he or she may apply under Article 250(3)(b) of the Regulations to An Bord Pleanála (64 Marlborough Street, Rotunda, Dublin 1, D01 V902) for a determination as to whether the development would be likely to have such significant effect and the Board will make a determination on the matter as soon as possible. Any application for such determination in order to be considered by the Board must state the reasons for the forming of the view that the development would be likely to have a significant effect on a European Site.
The plans and particulars of the proposed amendment to the development will be available for inspection at the Council’s offices below and purchase (at a fee not exceeding the reasonable cost of making a copy) at the following locations:

The proposals will be available for inspection from Friday, 08th May 2026 until 4pm on Tuesday, 10th June 2026.
Submissions and observations with respect to the proposed amendment to the development, dealing with the proper planning and development of the area in which the development is situated may be made in writing to The County Secretariat Office, Donegal County Council, Lifford, County Donegal, via the “MAKE A SUBMISSION” button on the project specific page on the https://consult.donegal.ie/en/browseor emailed to roaddesignplanning@donegalcoco.ie before 4.00pm on Friday, 26th June 2026.
Note that in accordance with Article 120(1)(b)(i) of the Planning and Development Regulations 2001 (as amended) Donegal County Council has concluded, based on a preliminary examination of the nature, size and location of the development, that an Environmental Impact Assessment (EIA) is not required.
